My students always need pencils in math class. Hard work, sharpening and erasing means we go through a lot. Unfortunately, my students come from families that can not always supply them with what they need. I purchase notebooks and folders myself at the start of the year, but we never seem to have enough pencils. Having a bin of pencils available helps them get started quickly without having to ask others or interrupt class. Being able to supply them what they need makes class run smoothly and helps avoid any embarrassment on their part for not having supplies.
