Our entire high school is, on average, at a 5th grade reading level. My students most certainly are not unintelligent, however. Many of them work after school to support their families, and others are overwhelmed with extra-curriculars. The selection in my classroom library would be full of books that, despite everything they have going on in their lives which has previously not allowed for reading time, the kids will be genuinely excited to go home and read. The shelf will help organize the new books.
This would help raise their low reading levels while instilling a love for reading that many of them don't have yet. In my cart, there are 10 copies of each specific book that I think they would love. I have read all of them, and I can attest that the reading levels on these books are not so high that the kids will be completely unable to read them. They may have to look up words every now and then, but nobody ever said increasing someone's reading level was easy. I wholeheartedly believe they can be successful readers, and this project would put them on the right path.
