I have used a document camera in the past (at a different district) and was amazed at how the students responded to it. It ensured real time teaching and allowed students to be more successful, especially in math. I can display math papers, manipulatives, etc. using the camera versus handwriting math problems on the board or just holding up manipulatives that some students can't see. This made the teaching of the lesson to move smoother and students could work along with me as I displayed it on the screen. Seeing the paper or project large on the white board instead of me walking around the room with a smaller version made all the difference in the success of all students, especially students with vision problems.
